This technical annex sets out the process taken by the Commission to develop qualitative scenarios explored in the paper Behaviour change and infrastructure beyond Covid-19.

The annex explains the core principles followed and how key underlying trends that affect infrastructure demand were identified and packaged into scenarios. It also provides full descriptions of the five scenarios used in the new paper, including overarching narratives and descriptions of the nature and intensity of the underlying trends.
