As part of its research on the potential impact the Covid-19 pandemic on future infrastructure demand, the Commission developed several scenarios for possible behaviour change, each with a long-term outlook. This analysis by Steer seeks to understand the effects that each scenario of behaviour change may have on the demand for different types of infrastructure in different sectors of the economy. It proposes quantitative representations for each scenario to support more detailed demand modelling across the sectors of interest by the Commission.

This research supports the findings in the Commission report Behaviour change and infrastructure beyond Covid-19, which will inform its work on the second National Infrastructure Assessment, due to be published in the second half of 2023.
