This paper analyses issues first identified in the 2018 National Infrastructure Assessment, which showed problems with the deployment of economic infrastructure – electricity, water, broadband – were creating barriers to improving the efficient delivery of new housing.

It draws upon discussions with developers, planners and infrastructure providers, who have all raised concerns with the Commission about aspects of their legal, regulatory and governance frameworks hampering the effective delivery of the infrastructure needed for new communities.

This paper looks at the challenges in four key areas:

  1. Transparency and information
  2. Coordination
  3. Charging and service
  4. Risk and investment.
