In the second National Infrastructure Assessment, the Commission recommends that government should not support the rollout of hydrogen heating. Recognising that there is a spectrum of views on the topic, this annex provides an explanation of the assessment underpinning the Commission’s recommendation.
The first section sets out the framing of the Commission’s assessment of whether there is a public policy case for hydrogen heating and therefore whether government should support it. The report then provides an overview of the assessment under each criterion: price, quality, environment, resilience, delivery and economy. The final section describes how the Commission has considered uncertainty in making its recommendation.
