This independent report was commissioned to support the Commission’s work on transport connectivity in the Second National Infrastructure Assessment. It proposes a methodology for developing transport performance indicators to indicate transport connectivity and presents the results of its implementation in the UK. The work aimed to strengthen the Commission’s ability to make objective and evidence-based policy recommendations on the priorities for transport investment.
